That's a stereo camera for an Automated Passenger Counting (APC) system. It has two lenses with separate sensors, which allows it to capture 3D images and thus enables the APC software to detect persons and distinguish them from other objects. It also detects the direction of movement and determines whether the detected passenger is getting on or off the bus. It's one of the most accurate methods to count passengers.
